Under the Maquiladora program, a company may:
-Be 100% foreign owned.
-Import duty free into Mexico, all production related equipment, machinery, tools and materials and components.
-Manufacture, process, repair, sort and package products in Mexico.
-Sell a large portion of their production in the Mexican national market.
-Receive a refund of any value added taxes paid in Mexico.
-Staff the maquiladora with U.S. management personnel.
-Ship its goods to the U.S. and Canada under NAFTA preferential tariff rates, provided the goods satisfy the NAFTA rules of origin.
-U.S. owned manufacturing companies are moving production to Mexico to benefit from Mexico's low cost, quality conscious work force. Many U.S. owned manufacturing companies who have maquiladora operations report savings up to -$30,000 per direct labor employee per year. Numerous maquiladoras have received ISO 9002 certification and attained world class quality standards.
